Terry “TC” Cooper, CEM

Program Manager

TC works with several ASMI clients including assisting EMAP assessment needs and USAR training needs. He works with the IAEM team including specific project assignments including serving as the new “concierge” for the IAEM regions as well as the floor manager at the IAEM Annual Conference. He uses his videography and editing skills to help enhance ASMI and IAEM marketing efforts. He is also a CEM and has previous involvement at the IAEM as an exceptional volunteer. TC’s public health education and experience will uniquely support EMAP’s focus on health programs as a key target audience. Since 2021, TC has been an Adjunct Professor in the Department of Health Administration and Policy at the University of New Haven where he is also working on his Doctorate in Health Science. From 2020-2022, he was the Contact Tracing Team lead for the CDC Foundation COVID-19 Corps in Region 1. In this position, TC was a grant-funded employee deployed remotely to the Connecticut Department of Public Health. Between 2003 and 2020, TC also was the public health emergency response coordinator for the New Haven Health Department and a unit treatment and rehabilitative specialist or the Northern Florida Evaluation & Treatment Center. TC earned a B.S. in Food Science and Human Nutrition from the University of Florida in 2002. He earned an MS in Emergency Management in 2018 and a Master of Public Health in 2021, both from the University of New Haven. He is scheduled to earn his Doctor of Health Science from the University of New Haven in 2023. TC joined ASMI in 2023.
