Policy Advisor
Leslee is the policy advisor
on domestic preparedness
for
the National Association of State EMS Officials, where she represents state and
territory EMS directors on numerous federal initiatives, including the Interim
National Preparedness Goal document, Target Capabilities List, Universal Task
List, Interim National Infrastructure Protection Plan, National Incident
Management System, National Response Plan, and Quarantine and Border Health
Training Work Group. She developed procedures and processes
for
state and territory EMS offices to assist them with preparedness and response
activities; developed EMS Per
for
mance Measures
for
state and territory
EMS
offices; developed EMAC personal equipment list
for
responders; and, developed the Tool Kit
for
EMS State/Territory offices
for
Domestic Preparedness. Leslee staffs the Domestic Preparedness Committee and is
the project manager
for
two projects: 1) development of model EMS document
for
the nation, and 2) development of model
EMS
legislation and model State EMS Office. Leslee has served in various state and
national organizations, including president and secretary of NASEMSO. As chief
of the Division of Emergency Medical Services and Highway Safety
for
the Illinois Department of Public Health
for
18 years, she rewrote the EMS Act; developed and implemented the state EMS Act,
rules and regulations; developed and implemented the state-wide trauma system;
developed and implemented the Illinois Medical Emergency Response Team and the
Illinois Nurse Volunteer Emergency Needs Team; and developed and implemented a
comprehensive state-wide Quality Assurance/Per

mance Program
for
EMS Systems and Pre-hospital Care Providers. Leslee graduated from the
Mayfair
Nursing
School
as an R.N. She holds a B.A. in Psychology from
DePaul
University
and an M.S. in Hospital Management from the National College of Education.
Leslee has been with ASMI since 2005.
